Introduction 

 

As of April 2026, Enhanced Home Personal Care (HPC+) will provide help with daily or personal care activities at home. 

 

Who is this service for

 

This service is for seniors who need help with daily or personal care tasks because: 

  • They are unable to do it themselves.
  • They do not have a caregiver.
  • Their caregivers need support or a break. 
     

Services provided

 

Trained care professionals will visit your home to:

  • Assist with personal care needs (eg feeding, dressing, toileting, washing, walking or moving around, transferring between bed and chair) such as:
ADLs
  • This includes advanced tasks such as simple wound dressing and stoma care.
  • Assist with medication
  • Conduct activities that help with mental stimulation
  • Carry out simple maintenance exercises prescribed by a physiotherapist, occupational therapist, or speech therapist
  • Provide general support with routine tasks (eg regular check-ins, medication reminders and help with errands)
  • Monitor, detect and respond to falls 24/7 using digital devices the client has installed at home
  • Assist with household chores (eg sweeping floors, laundry, cleaning fans and windows, and washing toilets)

 

HPC+ sessions can be provided by the hour. You can choose the combination of services depending on your needs and decide how intensive or frequent you need them. 

 

They are also available in 4-hour blocks if your loved one requires more intensive care, or you need a temporary break from caregiving.

 

The length of each session can be discussed with your selected service provider.

Cost

 

The cost starts from $25 per hour, before any government subsidies. The final cost varies depending on the combination of services used. 

 

To qualify for subsidies, your loved one will need to be a Singapore Citizen or PR. Subsidies are also means-tested (ie there is an income criteria).

How to apply

 

Talk to your doctor at the hospital or polyclinic as you will need to be assessed for the services required. They can help with the necessary referrals.

Your HPC service provider will reach out to you to share about the HPC+ services provided by the team of appointed providers operating within your neighbourhood.

Household monthly income per person is the criteria used when there is a household income. (“Household” refers to the NRIC address). 

It is calculated as the total gross household monthly income divided by the total number of family members living together in the household. Gross monthly household income includes basic employment income, trade/self-employed income, overtime pay, allowances, cash awards, commissions, and bonuses.

When there is no household income, Annual Value (AV) is used instead. AV is the estimated gross annual rent of a property if it were to be rented out, excluding furnishings and maintenance fees. It is determined by IRAS, and may be checked via IRAS website. Subsidy levels in 2026 will be determined using 2025 Annual Values.
