Introduction

The Seniors’ Mobility and Enabling Fund (SMF) supports seniors to age in the community by subsidising:

  • Mobility and assistive devices: Devices that support seniors with moving around, managing daily tasks at home, or improving their hearing and eyesight.

  • Home healthcare items: Items seniors require due to their medical condition (eg catheters, milk supplements, thickeners, adult diapers, nasal tubing and wound dressings).

This page focuses on the mobility and assistive devices subsidy.

Details on the SMF subsidy for home healthcare items can be found here.

What devices are covered in the subsidy?

The list of approved assistive and mobility devices are:

  • Mobility aids: Walking sticks, wheelchairs, pushchairs, and motorised scooters
  • Home care items: Commodes, hospital beds, pressure relief cushions, and mattresses
  • Hearing aids
  • Spectacles
  • Specialised or customised devices: Prostheses, etc

If your SMF device is worn out, you may be able to apply for SMF to subsidise a replacement*.

*Find out more about the details regarding replacements, especially the device blackout period (ie a defined period of time before it can be replaced).

How to qualify

There are a few criteria your loved one will need to meet to qualify for SMF.

Criteria Description
Care recipient’s nationality

He/ she must be a Singapore Citizen or PR.

Care recipient’s age He/ she must be aged 60 or older.
Care recipient’s residence He/ she must not live in a nursing home or MSF home.
Care recipient’s needs
  • An approved healthcare professional (such as a fully registered therapist, registered nurse, doctor, optometrist or certified audiologist) must assess the type of equipment he/ she requires.
  • He/ she may be notified to go for further assessments. These can take place at a centre or at home.
  • You will need to pay the assessment fee. This ranges between $10 and $350 depending on your subsidy tier.
Care recipient’s household income

He/ she must meet the mean-test criteria for SMF:

If applying for subsidies for motorised devices

In addition to the above, the care recipient must:

  • Not have a full-time caregiver or domestic helper to care for him/ her.
  • Be unable to use a manual wheelchair on his/ her own.
  • Be assessed to be mentally and physically able to use the motorised device safely.
If applying for subsidies to replace devices

How the subsidy works

If approved, SMF will fund up to 90% of the cost of the device, or the maximum device subsidy cap, whichever is lower.

The amount of subsidy you receive will depend on your means-test result. This means there will be an amount you will need to co-pay for your device.

Please make sure that your SMF application for the device is approved before you purchase it. Purchases made in advance cannot be reimbursed under SMF as subsidies are only provided through an approved application.

After you submit the completed application form and all the required supporting documents, we may take up to 15 working days* to process your application. You will be informed about the outcome in writing via mail.

*The processing period is longer for motorised device applications as applicants will need to undergo assessment. It will also take longer if your submission is incomplete.

FAQs

Your loved one would need to attend and be assessed at a functional screening programme in the community. You may register for yourself or your loved ones here.

Hearings aids are applied through the audiologist in the restructured hospitals. If your loved one is not receiving care at any of these locations, you can visit the doctor at the polyclinic or a CHAS clinic for a referral to the Ear, Nose, Throat (ENT) department of a restructured hospital.

You can visit an AIC Link or call the AIC Hotline at 1800 650 6060.

Household monthly income per person is the criteria used when there is a household income. (“Household” refers to the NRIC address)

It is calculated as the total gross household monthly income divided by the total number of family members living together in the household. Gross monthly household income includes basic employment income, trade/self-employed income, overtime pay, allowances, cash awards, commissions, and bonuses.

When there is no household income, Annual Value (AV) is used instead. AV is the estimated gross annual rent of a property if it were to be rented out, excluding furnishings and maintenance fees. It is determined by IRAS, and may be checked via IRAS website. Subsidy levels in 2026 will be determined using 2025 Annual Values.

To check or update your household information for means-testing, please use the MediShield Life Household Check e-Service. Alternatively, you can call the Medishield Life Hotline at 1800 222 3399.

You can approach a social worker at the hospital or polyclinic for help.

Some seniors and persons with disabilities may have received subsidies from both SMF and ATF* for support. With policy changes to SMF and ATF schemes from 14 Feb 2022, seniors and persons with disabilities are now served under just one scheme and agency throughout their lifetime. If the applicant has tapped on ATF before the age of 60, the applicant shall continue to be served by ATF and not SMF. If the applicant first tapped on ATF at the age of 60 or older, the applicant shall be served by SMF.

*ATF provides subsidies for persons with disabilities to purchase assistive technology devices to enable independent living.
